*Nature of Work * This is very responsible administrative and accounting work assisting with all operational functions of Greene County Emergency Medical Services.
Activities associated with the job include assisting with scheduling all non-emergency transports and the coordination of accounts receivable processes, receipting payments from individuals and reconciling monthly bank statements.
Additional activities include assisting with the annual budgeting process, coordinating the scheduling of EMS employees, receipting payments from individuals and assisting with billing, collections and procurement activities.
Additional activities include assisting with the review and coordination of reimbursement activities from insurance companies and state and federal entities for medical services.
Job responsibilities require strong organizational, interpersonal and decision making and skills, dedicated attention to detail, considerable knowledge of EMS operations and considerable experience performing administrative and accounting functions.
Considerable working knowledge of medical terminology and reimbursement rates and regulations from public and private insurance providers is also required.
Job performance is evaluated by the EMS Director and Office Manager through review of organizational, interpersonal and decision-making skills, knowledge of EMS operations and governing regulations, thoroughness and accuracy of financial management activities and administrative support provided for departmental operations.
*Illustrative Examples of Work* -Assists with the input, review, organization and maintenance of patient transportation accounts and records and records incoming revenues.
-Assists with preparing daily work schedules to EMS employees, ensuring adequate coverage for each shift and maintaining leave records for each employee.
-Processes invoices, insurance forms, inquiries and correspondence for accounts receivable.
-Compiles Tenncare manifests and approvals and enters with the appropriate trip ticket.
-Obtains certificates of medical necessity (cmn’s) for trip tickets, FAXs them to local nursing homes and other medical providers and enters into the computer when returned.
-Assists with the coordination of collection activities in the event of incomplete patient authorizations, billing information, Explanation of Benefits, etc.
-Assists with accounts payable activities to ensure that patient’s accounts are credited properly, collection activities are pursued in an appropriate manner and revenues are obtained in a timely manner.
-Assists with reviewing Medicare denials and rejected requests for reimbursement from insurance companies to determine the cause for rejection and attempting to address any deficiencies.
-Examines run reports to review patient information and the accuracy of documentation pertaining to insurance information, dispatch times and mileage.
-Assists walk-in patients, establishes repayment agreements and receipts payments to their account.
-Processes returned mail and resends with corrected addresses.
-Deposits receipts and revenues with the trustee’s office.
-Completes refunds for accounts that have been overpaid.
-Assists with coordinating patient trips to and from nursing homes, dialysis clinics, doctor’s appointments, etc.
-Assists with reviewing past due invoices and determining the appropriate course of action for pursuing collection activities.
-Assists attorneys and provides requested medical information in accordance with established policies.
-Assists with coordinating collection activities with the County Clerk’s office for individuals who have deceased.
-Maintains contact with all substations, issues purchase orders and assists with procuring needed medical supplies and equipment.
-Assists with coordinating accounts payable activities for the department and indicating the proper Purchase Order number and line item prior to submitting for payment.
-Performs related duties as required.
*Necessary Requirements of Work* Graduation from an accredited four-year high school; considerable experience in office administration including financial management and accounting skills; stro0ng organizational, interpersonal and decision-making skills; dedicated attention to detail; considerable knowledge of Emergency Medical Services operations; or any equivalent combination of education and/or experience to provide the following knowledge abilities and skills: -Considerable knowledge of the Tennessee EMS Act, TCA Code Annotated sections pertinent to EMS operations, Tenn-Care Guidelines, Federal Medicare Guidelines, HIPAA Guidelines, Federal Ambulance Codes and US Department of Health regulations.
-Considerable knowledge of Greene County EMS rules, regulations and operational protocols.
-Considerable knowledge of the first aide techniques and medical procedures necessary to be certified as an AEMT in the state of Tennessee.
-Considerable knowledge of Tenncare, Medicare and Medicaid regulations and private insurance companies policies and procedures pertaining to reimbursement for the transport of individuals in need of medical attention.
-Considerable knowledge of medical terminology and IC - 10 codes.
-Considerable knowledge of the equipment, materials, and supplies utilized to administer advanced emergency medical procedures, obtain vital signs and administer intravenous fluids.
-Considerable knowledge of universally accepted precautions for dealing with and/or exposure to bodily fluids.
-Considerable knowledge of the documentation required to obtain reimbursement for provided medical services and current reimbursement rates and regulations for medical benefits provided through state and federal programs.
-Considerable knowledge of local and regional emergency response organizations and jurisdictions.
-Considerable knowledge of legal proceedings including Power of Attorney for health and financial reasons, Estate Notices of Deceased Persons, Conservatorship, Administrator of Estate Documents, Executor and Executrix Documents, DNR forms, etc.
-Knowledge of the development and monitoring of departmental budgets and responsible fiscal policies and procedures.
-Knowledge of acceptable radio protocol when communicating with dispatch.
-Knowledge of the laws pertaining to deceased persons including proper notification of authorities, protection of personal property, filing of claims against the estate, etc.
-Ability to interact effectively with local, regional and state emergency response organizations, local public and private officials and governing boards.
-Ability to make prompt and appropriate decisions regarding central office operations.
-Ability to prepare detailed and legible reports and other required documentation pertinent to the care and transportation of clients.
-Ability to maintain effective relationships with medical providers, physicians and other medical support personnel.
-Skill in the operation of proprietary software programs including word processing, database management and spreadsheet applications.
-Skill in the use of contemporary office equipment including calculators, FAX machines, copiers, printers, etc.
*Necessary Special Requirements* -Possession of a valid Tennessee Driver’s License and the ability to be insured at standard vehicle liability rates.
