*WASHINGTON COUNTY BUILDING INSPECTOR* *GENERAL STATEMENT OF DUTIES:* Performs difficult technical work inspecting the construction of buildings for compliance with building codes and zoning ordinances; does related work as required.
*GENERAL DESCRIPTION:* Under general supervision of the county Building Official, performs code enforcement work in the inspection of buildings under construction or alteration to determine and secure compliance with the county building codes and zoning ordinances.
The work involves examinations and the application of standard trade practices to inspect work.
Position is responsible for various reports relevant to tasks completed and process.
Inspections are conducted independently, but in accordance with department regulations and established technical standards.
Supervision is received through oral and written instructions and work is reviewed through reviews of reports submitted.
*EXPERIENCE AND TRAINING:* · Must possess a high school diploma or GED.
· A graduate from a college or university of recognized standing with major course work in structural engineering or architecture and extensive experience in the design, construction or inspection of building structures.
· Five years of experience in construction, design or inspections of building as supervisor or contractor, or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.
· Must meet all State of Tennessee certification requirements for Building Inspector and possess a valid operator's license issued by the State of Tennessee.
*REQUIRED KNOWLEDGE, SKILIS AND ABILITIES:* 1.
Thorough knowledge of the materials, methods and practices used in building construction and of stages of construction when possible defects and violations may be most easily observed and corrected.
2.
Ability to recognize faulty construction or hazardous conditions created by deterioration and to recommend effective corrective measures.
3.
Ability to read and interpret building construction plans and specifications of buildings and to recognize deviations from such plans in the construction process.
4.
Ability to enforce ·codes and regulations firmly, tactfully and impartially.
5.
Ability to establish and maintain effective working relationships with contractors, property owners, representative from other agencies and the public.
6.
Ability to communicate effectively with diverse and sometimes irate individuals and to handle calmly and efficiently situations ranging from routine to emergency.
7.
Working knowledge of standard business computer software: Word, Excel, Windows, Internet browsers.
8.
Ability to operate a computer and utilize software applications pertaining to property title searches and tax assessment information.
9.
Ability to utilize vehicle in performing site inspections.
10.
Good judgment; Good organizational ability, including ability to set priorities, organize workload, handle multiple assignments and meet deadlines.
*OTHER REQUISITES*: From time to time the incumbent may be assigned special duties by a superior or, on a temporary basis, may be asked to assist other employees occupying a different position.
Employees in this class may be required to work overtime, weekends, holidays, and may be in an on-call status from time to time.

*EXAMPLES OF WORK* (Illustrative only) · Makes on-sight surveys, assessments and inspections of residential, business, commercial, industrial and other buildings; Inspects buildings in the course of construction, alteration and repair as frequent as necessary for adequacy of foundation, structural safety and the conformity of the entire structure with approved plans and permit.
· Examines plans submitted for permits to see that they conform to applicable building codes and zoning ordinances.
· Discusses construction, alteration and repair of building with contractor, property owners and other interested parties, explaining and interpreting building code and regulations, and zoning ordinances.
· Travels throughout the County, and enforces county laws requiring building and related mechanical permits for all new construction, additions and alterations of existing buildings within the non-incorporated areas of the county.
· Issues "Stop Work Order" notices for code violations and prepares letter to property owner, contractor, or agent informing them of the violation and method of correcting violation.
· Prepares reports of inspections performed covering conditions found, actions taken and recommendations made for further action.
· Assists in issuance of Building Permits as needed; Assists in investigation of complaints regarding structure violations.
· Performs related tasks as required.
*ADA REQUIREMENTS:* Physical Requirements: Task involves some physical effort, i.
e.
some standing and walking, or frequent light lifting (5-10 lbs.
); or minimal dexterity in the use of fingers, limbs, or body in the operation of shop or office equipment.
Task may involve extended periods of time at a keyboard.
· Environmental Requirements: Task 1s regularly performed without exposure to adverse environmental conditions.
· Sensory Requirements: Task requires depth perception and discrimination.
Task requires visual perception and discrimination.
Task requires oral communications ability.
